Karachi: A unit of the Sindh High Court (SHC), led by Justice Mohammad Ali Mazhar, has informed the Sindh Building Control Authority (SBCA) of the failure to submit the progress report and has given orders to SBCA Director-General Shamsuddin Soomro to submit the paper on a priority basis, according to a news report published on 15 January.

The report shall contain specifics of the changes to the building regulations relating to the issuance of no-objection certificates (NOCs) to high-rise structures in Karachi. The court alleged that SBCA had been ordered to hold a meeting with the Department of Civil Defense on changes to the NOC issue to high-rise owners, but the department had failed to comply.
SBCA DG was asked to appear before the court on 26 January. Shamsuddin Soomro is said to have recently been elevated to Chief Executive Officer (Grade 21); previously serving in key roles in the provincial government.

As part of the relevant developments, SHC’s Hyderabad Circuit requested SBCA Regional Director, Hyderabad Development Authority (HDA) Director of Planning and Development Control, Hyderabad Municipal Corporation (HMC) Land Officer, and Municipal Commissioner to appear on 28 January.
Also, the officials are asked to request information on the conversion of residential plots and the approval of commercial projects.
